Veterans constitute a disproportionate amount of the homeless population in this Country. In Los Angeles, veterans comprise a little over 3% of the general population, but make up about 11% of the homeless population. Transition from military to civilian life, sometimes complicated by service related disabilities, may make it difficult for veterans to find housing. However, there are many great community partners that have come together to help house all veterans in Los Angeles. Since January 2014, our city housed over 6,000 homeless veterans--that’s more veterans housed than Salt Lake City, Houston, Phoenix, and New Orleans, combined. Mayor Garcetti is committed to getting our veterans off the street with the utmost urgency. Today, on the street, there are over 500 veterans with vouchers who are looking for a landlord to rent to them. Tragically, for one in three veterans their voucher will expire before they find a place to use it. We need to do everything we can to ensure these resources are not wasted and that our veterans are not left on the street.
That’s why we launched our Homes for Heroes campaign--a program with partners at Home for Good, the County, and the VA, that recruits landlords to accept federal rent subsidies and lease to homeless veterans. City and County partnership that works closely with landlords across our city to help them rent to veterans with vouchers.
On June 9, 2015 Mayor Garcetti stood with Veterans Affairs Secretary Robert McDonald, Elise Buik and others to make a call to market rate landlords to house 1,000 veterans searching for housing. Since that time, more than 200 landlords have engaged in the program.
This partnership benefits veterans and landlords, alike. Formerly homeless veterans get a safe place to sleep at night, and landlords get:
- Guaranteed rent: Paid through direct deposit (tenants are responsible for a small portion of the rent).
- Control of tenant selection: Landlords can screen and select tenants to confirm compatibility.
- Single Point of Contact: With a case manager for timely response to tenant and landlord concerns.
- Partnership: Program provides support to both landlord and tenants to ensure a successful placement.

- Los Angeles is home to roughly 108,000 veterans, 6% of whom are women, compared with 8% at the national level.
- 56% of female veterans are people of color, compared with 47% of male veterans. 25% of female veterans are under the age of 35, compared with 9% of male veterans.
- Los Angeles veterans are better educated at every level compared with non-veterans within the City. Only 7% of L.A.’s veterans have less than a high school education compared with 25% of the non-veteran population.
- The unemployment rate for all veterans in Los Angeles, both female and male, was 16%, compared with 12% of non-veterans.
- As of December 31, 2015, we have placed 7, 505 veterans in jobs as part of the 10,000 Strong initiatives.
- 4 to 5 veterans enter into homelessness each day.
- 315 veterans are currently in the housing search phase.
- 500 HVI vouchers are set aside non eligible HUD-VASH veterans.
- 322 veterans currently have a voucher in hand and are searching for an apartment.
- 3,401 HUD-VASH vouchers have been issued to HACLA from HUD (since the beginning of the program in 2008).
- 1,189 HUD-VASH vouchers issued since January 2014.
